How this figure is built — and what it is not
This is not the politician's return. It is the price move of the securities bought: for each filed purchase, the price on the trade date, tracked to the filed full sale of the same security — otherwise to the latest available price. Prices include dividends; the S&P 500 runs over exactly the same window. What the filings do not give, this figure cannot know either: amounts are statutory ranges, share counts are missing entirely — which is why every purchase counts the same. Partial sales close no window, options and securities without a ticker stay out, and filings arrive with up to 45 days of delay.
190 of 207 filed purchases are covered. The rest carry no ticker, are options or have no price series — they drop out of the calculation but still count in the denominator. 47% of the covered purchases beat the S&P 500 over the same window.

About Jefferson Shreve
Jefferson Shreve is a member of the U.S. House of Representatives, representing Indiana's 6th Congressional District as a Republican since January 2025. Before entering politics, he built the self-storage company Storage Express from the ground up, served on the Indianapolis City-County Council, and ran unsuccessfully for mayor of Indianapolis in 2023. As a sitting member of Congress, Shreve is required under the STOCK Act to publicly disclose his own stock trades along with those made by his spouse and dependent children. This disclosure requirement exists because members of Congress can gain access to market-relevant information through committee work and legislative activity, which is why their trading activity draws public attention.
