Stocks that have cut their dividend or where a cut looks likely: either the most recent payout is at least 5% below the comparable payment a year earlier (a real cut, split-adjusted from the payout history), or the expected annual dividend is at least 10% below what was actually paid over the last 12 months (an announced or expected cut; not triggered by a payment that was just raised — though after large special dividends this signal can still fire, because the upcoming regular dividend falls below the prior year's total). Only companies with a payout in the last 15 months are considered. A warning sign for income investors: dividend cuts often go hand in hand with operating problems. Source: fundamental data.

"Years Raised Before" puts the cut in context: that's how many consecutive years the annual dividend rose immediately beforehand.
